Hi, everybody.

Our businesses have now added nearly 10 million new jobs over the past 52 months.

The unemployment rate is at its lowest point since September 2008-the fastest one-year drop in nearly 30 years.

401(k)s are growing, fewer homes are underwater, and for the first time in more than a decade, business leaders around the world have declared that the world's number one place to invest isn't China; it's the United States of America-and our lead is growing.

None of this is an accident.

It's thanks to the resilience and resolve of the American people that our country has recovered faster and come farther than almost any other advanced nation on Earth.

But there's another trend that threatens to undermine the progress you've helped make.

Even as corporate profits are as high as ever, a small but growing group of big corporations are fleeing the country to get out of paying taxes.

盡管企業(yè)創(chuàng)造了前所未有的利潤(rùn)，但有少數(shù)且數(shù)量在不斷增加的大型企業(yè)逃向國(guó)外，以逃避納稅。

They're keeping most of their business inside the United States, but they're basically renouncing their citizenship and declaring that they're based somewhere else, just to avoid paying their fair share.

他們?cè)诿绹?guó)進(jìn)行大部分業(yè)務(wù)，卻決意放棄美國(guó)國(guó)民身分并宣稱其總部設(shè)于其它國(guó)家，目的就是要逃避公平的納稅義務(wù)。

I want to be clear: this is only a few big corporations so far.

The vast majority of American businesses pay their taxes right here in the United States.

大多數(shù)美國(guó)企業(yè)依然在國(guó)內(nèi)納稅。

But when some companies cherrypick their taxes, it damages the country's finances. It adds to the deficit.

但有部分企業(yè)為了一己之利在納稅方面挑挑揀揀，這將造成國(guó)家財(cái)政赤字。

It makes it harder to invest in the things that will keep America strong, and it sticks you with the tab for what they stash offshore.

這不僅還會(huì)消弱了對(duì)保持美國(guó)強(qiáng)勁發(fā)展領(lǐng)域的投資，同時(shí)他們?cè)诤Ｍ獠啬鋺?yīng)納的稅款卻讓大家來買單。

Right now, a loophole in our tax laws makes this totally legal-and I think that's totally wrong.

現(xiàn)在我們稅法中留下漏洞卻依法有據(jù)-可我認(rèn)為這是大錯(cuò)特錯(cuò)的。

You don't get to pick which rules you play by, or which tax rate you pay, and neither should these companies.

我們不應(yīng)該自行決定遵守哪些規(guī)則或以何種稅率納稅，這些大型公司也同樣不應(yīng)該那么做。

The best way to level the playing field is through tax reform that lowers the corporate tax rate, closes wasteful loopholes, and simplifies the tax code for everybody.

創(chuàng)造平等的競(jìng)爭(zhēng)環(huán)境最有效的辦法就是通過稅制改革，降低企業(yè)稅率，堵塞破壞經(jīng)濟(jì)的漏洞，簡(jiǎn)化人人平等的稅法。

But stopping companies from renouncing their citizenship just to get out of paying their fair share of taxes is something that cannot wait.

我們要刻不容緩地阻止那些企業(yè)放棄美國(guó)國(guó)民身分，逃避應(yīng)承擔(dān)的公平納稅義務(wù)。

That's why, in my budget earlier this year, I proposed closing this unpatriotic tax loophole for good.

因此，我今年早些時(shí)候提出的預(yù)算方案里，就提出堵塞這種有損國(guó)家利益的納稅漏洞。

Democrats in Congress have advanced proposals that would do the same thing.

國(guó)會(huì)民主黨議員們已提議推進(jìn)此事。

A couple Republicans have indicated they want to address this too, and I hope more join us.

一些共和黨議員也紛紛表示要著手處理此事，我希望更多人會(huì)支持我。

Rather than double-down on the top-down economics that let a fortunate few play by their own rules, let's embrace an economic patriotism that says we rise or fall together, as one nation, and as one people.

與其過分強(qiáng)調(diào)自上而下經(jīng)濟(jì)模式，只會(huì)讓極少數(shù)富人自行其是，倒不如我們堅(jiān)守愛國(guó)經(jīng)濟(jì)主義：美國(guó)作為一個(gè)國(guó)家和民族，我們要生死與共。

Let's reward the hard work of ordinary Americans who play by the rules.

普通美國(guó)勞動(dòng)人民，循規(guī)蹈矩，付出了艱辛，我們要給予他們獎(jiǎng)賞。

Together, we can build up our middle class, hand down something better to our kids, and restore the American Dream for all who work for it and study for it and strive for it.

我們一起努力構(gòu)建我們的中產(chǎn)階級(jí)，把更好的東西留給后代，為那些工作努力、學(xué)習(xí)勤奮和孜孜不倦的人們重新點(diǎn)燃美國(guó)夢(mèng)的希望。
