        Message from Ms. Irina Bokova, Director-General of UNESCO, on the Occasion of the World Book and Cop

        World Book and Copyright Day is an opportunity to highlight the power of books to promote our vision of knowledge societies that are inclusive, pluralistic, equitable, open and participatory for all citizens.

        值此世界圖書和版權日,讓我們彰顯圖書的力量,彰顯圖書在推動面向所有公民且具有包容性、多元性、公平性、公開性和參與性的知識社會愿景方面所發(fā)揮的作用。

        It is said that how a society treats its most vulnerable is a measure of its humanity. When we apply this measure to the availability of books to those with visual impairments and those with learning or physical disabilities (with different causes), we are confronted with what can only be described as a‘book famine’.

        據(jù)說,從一個社會如何對待其最脆弱群體,可以衡量出這個社會的人性。當我們適用這一方法來看待提供給有視力障礙者和(因不同原因)具有學習或身體殘障者的書籍時,我們面臨著只能被描述成“書荒”的局面。

        According to the World Blind Union approximately one in every 200 people on Earth – 39 million of us – cannot see. Another 246 million have severely reduced vision. These ‘visually impaired persons’ or ‘persons with a print disability’ can access an estimated 10% of all written information and literary works that sighted people can read.

        據(jù)世界盲人聯(lián)合會稱,地球上大約每兩百人中就有一人——全球共有 3900 萬人——看不見這個世界。另有2.46 億人的視力非常有限。這些“視障者”或“閱讀障礙者”可以接觸到的全部書面信息和文學作品,只占能正常閱讀人口可支配閱讀物的10%左右。

        Poorly designed or inaccessible books also limit reading and comprehension of those who have learning disabilities. According to the International Dyslexia Association, 35 percent of the school population requires special accommodations and support.

        設計不佳或晦澀難懂的書籍也限制了學習障礙者的閱讀和理解。據(jù)國際閱讀障礙協(xié)會統(tǒng)計,3?5%的在校學生在閱讀方面需要特殊的輔助和支持。

        The United Nations Convention on the Rights of Persons with Disabilities and the Sustainable Development Goals mark a paradigm shift in recognizing the right of disabled people to access books, knowledge and cultural life on an equal basis as others.

        《聯(lián)合國殘疾人權利公約》和可持續(xù)發(fā)展目標,標志著在承認殘疾人與其他人平等享有獲得圖書、知識和文化生活權利方面的一種范式轉變。

        With the framework of the convention, UNESCO is working to promote a better understanding of issues related to disability and to mobilize support for the recognition of the dignity, rights and wellbeing of persons with disabilities and of the benefits of their integration in society.

        在公約的框架范圍內,教科文組織正在努力推動深入了解與殘疾有關的問題,并就承認殘疾人尊嚴、權利和福祉及其融入社會的惠益,發(fā)起支持活動。

        This is the spirit guiding Conakry, Guinea, which has been designated World Book Capital 2017, in recognition of its programme to promote reading among youth and underprivileged sections of the population.

        本著這一精神,幾內亞科納克里被命名為2017年“世界圖書之都”,以表彰這座城市所開展的促進青年和貧困群體閱讀計劃。

        With Conarky, and our international partners, the International Publishers Association and the International Federation of Library Associations and Institutions, let us join together to celebrate books as the desire to share ideas and knowledge, to inspire understanding, tolerance and inclusive societies.
