Singapore was never meant to be sovereign on its own To survive, we had to be different, indeed exceptional. We progressed and thrived because we built strong institutions founded on sound values-integrity, meritocracy, equality of opportunities, compassion and mutual respect between Singaporeans of different ethnic, religious and social backgrounds. The government, judiciary, civil service, unions, schools and the media have promoted the interests of the common people. The public, private and people sectors have built a national consensus on what are the challenges and how we can overcome them. The people and government are united.

新加坡從來(lái)都是主權(quán)國(guó)家。為了生存，我們的確不得不標(biāo)新立異。我們之所以能夠不斷進(jìn)步，不斷繁榮，是因?yàn)槲覀兘⒘艘哉_的價(jià)值觀為基礎(chǔ)的強(qiáng)有力的機(jī)世制——誠(chéng)信、任人唯賢、機(jī)會(huì)平等、富有同情心，以及不同種族、宗教和社會(huì)背景的人能夠相互尊重。政府、司法部門(mén)、行政部門(mén)、工會(huì)、學(xué)校和媒體都為老百姓的利益著想。公共部門(mén)和私有部門(mén)在什么是挑戰(zhàn)以及如何戰(zhàn)勝挑戰(zhàn)方面都形成全國(guó)的共識(shí)。人民與政府緊密團(tuán)結(jié)在一起。

These are valuable strengths and intangible assets critical to Singapore's long-term survival and continued success. We must do all we can to preserve them.

這些寶貴的力量和無(wú)形資產(chǎn)是新加坡得以長(zhǎng)期立足和不斷取得勝利的關(guān)鍵因素。我們必須盡我們所能來(lái)保持這種力量和資產(chǎn)。

Looking ahead, the pace of change in the wor1d will only increase. Our economic and security environment is already undergoing sea change. The new realities in our economic landscape are already upon us—intense competition for capital, access to new technologies and new markets. External events can affect our peace and tranquility, suddenly and without warning. They will test our will and stress our basic vulnerabilities. But so long as Singaporeans—regardless of race, language and religion—work together to make this country an outstanding home, we will survive and prosper.

展望未來(lái)，世界變革的步伐只會(huì)加快。我們的經(jīng)濟(jì)和安全環(huán)境正經(jīng)歷翻天覆地的變化。經(jīng)濟(jì)領(lǐng)域中新的情況已經(jīng)向我們提出了新的挑戰(zhàn)一資本、新技術(shù)和新市場(chǎng)的激烈競(jìng)爭(zhēng)。外部突發(fā)事件都會(huì)出其不意地對(duì)我們的和平與安寧施加影響。它們將考驗(yàn)我們的意志，暴露我們的人性弱點(diǎn)。但只妥我們新加坡人，不論種族、語(yǔ)言和宗教，共同努力，把我們的國(guó)家建設(shè)成為美好的家園，我們就一定能夠立足并繁榮昌盛。

Over the past few years, I have watched Mr. Lee and the younger Ministers in his team grow and mature in their jobs. Mr. Lee's Cabinet is a tested team, with experienced hands and many fresh faces. They will develop their vision for Singapore and gain the trust and support of Singaporeans. They will have to galvanize the younger generation to step forward and help them bring Singapore to the next level. The future is full of exciting opportunities which we must together seize. When we are united in our hearts as one people and one nation, there is much Singapore can achieve. The future is full of promise.
