You are gathered here this eveningby the beautiful Huangpu River for APEC CEO Summit
今晚，各位來到美國的黃浦江畔，出席亞太經(jīng)合組織工商領導人峰會。
On behalf of the Chinese Government and people as well as in my own name,
I would like first to extend a warm welcome to you all

I have attended many sessions of the APEC CEO Summit
我多次參加過亞太經(jīng)合組織工商領導人峰會，
to discuss the Asia Pacifice economic cooperation and development
with business leaders in the region
與亞太地區(qū)工商界人士共商促進本地區(qū)的經(jīng)濟合作與發(fā)展問題。
This time,APEC CEO Summit Shanghai is devoted to New Century,New Economy
這次上海亞太經(jīng)合組織工商領導人峰會以“新世紀，新經(jīng)濟：
Developing in a Globalizing World,which is of great significance
在全球化中發(fā)展” 為題進行專門討論，很有意義。
At the last APEC CEO Summit in Brunei,
在上次文萊亞太經(jīng)合組織工商領導人峰會上，
I made some observations on the New Economy and economic globalization
我就新經(jīng)濟和經(jīng)濟全球化問題談了看法。
Today I wish to further elaborate on this subject
今天，我想進一步談談對這個問題的看法。
Mankind has entered a new century
人類進入新世紀，
This is not merely a chronological change
不僅意味著年代上的更新，
It marks a new era of economic developmentand social advancement for the international community
而且意味著國際社會開戶了經(jīng)濟發(fā)展和社會進步的新時期。
This new era disting guishes itself from othersby a growing trend towards a multi-polar worldand economic globalization,and,particularly,by the rapid progress in science and technology
主要標志是：世界多極化，經(jīng)濟全球化的不斷發(fā)展，尤其是科學技術的突飛猛進。
All these have laid unprecedented material and technological conditionsfor continued economic and social progress worldwideand promise a broad prospect
這些都為全球經(jīng)濟和社會發(fā)展提供了前所未有的物質技術條件，打開了廣闊的前景。
The scientific and techological progress is bringing a profound impacton economic,political and cultural life of all human societies
日新月異的科技進步，正在深刻地影響著人們的經(jīng)濟，政治和文化生活。
To develop the New Economy,we must not only update our economy with advanced science and technology,
推動新經(jīng)濟的發(fā)展，不僅要求我們用先進科學技術更新經(jīng)濟，
but also,in response to this new trend of development,revamp the economic structures,systems and mechanisms accordingly,
而且要求我們適應這個發(fā)展趨勢來更新經(jīng)濟結構、經(jīng)濟體制、經(jīng)濟機制，
readjust the economic relationships between states and between enterprises,
更新國與國、企業(yè)與企業(yè)之間的經(jīng)濟關系，
and update our philosophies and conceptsfor economic and technological cooperation across national boundaries
更新推進各國開展經(jīng)濟技術合作的指導思想和觀念。
The past one hundred years and morehave withessed considerable expansion of global productive forces,
一百多年來，世界生產(chǎn)力迅速發(fā)展，
unprecedented achievements in the production of both material and spiritual wealth and singnificant improvementin the living conditions of mankind
物質財富和精神財富的生產(chǎn)都取得了空前的成就，人類生活狀況得到了很大的改善。
It must be noted,however,that in spite of rapid advancement of productive forces and science and technology worldwide,
但也必須看到，在生產(chǎn)力和科學技術迅速發(fā)展的同時，
development has all along remained uneven and,what is more,
世界發(fā)展不平衡的現(xiàn)象始終存在，
the Noth-South gap has kept widening instead of narrowing
尤其是南北差距不僅沒有縮小，反而不斷擴大；
Poverty and hunger have been a commonplace in developing countries
廣大發(fā)展中國家仍比較普遍地存在貧窮和饑餓現(xiàn)象；
People are still plagued by regional conflicts,environmental degradation and transnational crimes,among others
地區(qū)沖突、環(huán)境惡化、國際犯罪等問題依然困擾著人們；
The development of high-tech industries is faced with some problems,such as relatively insufficient effective demand
高新技術落后產(chǎn)業(yè)的發(fā)展也面臨著一些問題，特別是有效需求相對不足的問題。
All this shows that in order to ensure that all peoples in the worldbenefit from the progress of the productive forces and,particularly,
這說明，要使各國人民都能享受生產(chǎn)力特別是科技進步的成果，實現(xiàn)普遍發(fā)展，
of science and technology,and achieve common development,it is imperative to reform and renovate the economic systems,structures and mechanisms while developing new technologies and new industries
必須在發(fā)展新科技，新產(chǎn)業(yè)的同時，對經(jīng)濟結構、經(jīng)濟體制、經(jīng)濟機制進行改革和更新。
In this connection,the key lies in a full implementation of the spirit of developmentthrugh multilateral cooperation in world economic affairs
關鍵是要在世界經(jīng)濟事務中全面貫徹多邊主義的合作發(fā)展精神。
All countries or regions,regardless of ethnicity,history,culture,social system and level of economic development,should respect each other,
不同民族、不同歷史文化、不同社會制度和不同經(jīng)濟發(fā)展水平的國家和地區(qū)，
seek common ground while setting aside differences,
learn from each other to offset their own weakness,coexist peacefully,
應互相尊重，求同存異，取長補短，和平共處，
work for the establishment of a new,fair and rational international political and economic ordeand strive for common growth and prosperity through consultations and cooperation
協(xié)商合作，推動建立公正合理的國際政治經(jīng)濟新秩序，努力促進共同發(fā)展和繁榮。
Here in lies not only the fundamental solution to the problems in the world economic development,but also an essential condition for development of the New Economy in the new century
這是解決目前世界經(jīng)濟發(fā)展中存在問題的根本出路，也是推動新經(jīng)濟進一步發(fā)展的必要條件。
China is the most populous developing country in the world
中國是世界上人口最多的發(fā)展中國家。
China cannot develop itself in isolation of the world,and the world also needs China for its development
中國的發(fā)展離不開世界，世界的發(fā)展需要中國。
We sincerely hope to see increased cooperation with all other APEC membersand all the countries and regions in the world for common development
我們真誠希望與亞太經(jīng)合組織各成員及世界其他國家和地區(qū)加強合作，共同發(fā)展。
After over two decades of reform and opening up,the Chinese economyand China's overall national strength have grown substantiallywith an ever-expanding market
經(jīng)地二十多年的改革開放，中國的經(jīng)濟實力和綜合國力顯著提高，市場越來越大。
In recent years in particular,China has redoubled its efforts to expand domestic demand and imports,and it has managed to maintain the momentum of a sustained,rapid and sound economic development
近年來，中國積極擴大內(nèi)需，增加進口，保持了經(jīng)濟持續(xù)快速健康發(fā)展的勢頭。
China has entered a new stage of developmentin which it is building a well-to-do society across the countryand speeding up the socialist modernization drive

China has drawn up a blueprint for development in the next five years

It will unswervingly focus on development and carry out restructuringall the way through with reform,

We have full confidence in the prospects for China's development in the new century

After more than ten years of hard work,the negotiations on China's accession to the WTO have been concluded
經(jīng)過十多年的努力，中國加入世界貿(mào)易組織的談判已經(jīng)完成。
China's accession will herald a new stage for China's opening up
中國加入世界貿(mào)易組織，標志著中國的對外開放將進入一個新的階段。
China will participate in international economic cooperationand division of labor on a larger scale and in greater depth
中國將在更大范圍和更深程度上參與國際經(jīng)濟合作與分工。
With a view to effectively fulfilling its WTO obligations and commitments,China is reviewing and amending,where necessary,existing laws and regulations as required by the WTO rules
為了切實履行作為世界貿(mào)易組織成員應盡的義務和中國所作出的承諾，
Provisions of Chinese laws inconsistent with the WTO rulesor our commitments will be amended to achieve consistencyAll those that may contravene the WTO rules or our commitments will be abrogated
我們正在按世界貿(mào)易組織規(guī)則的要求，對現(xiàn)行法律、法規(guī)、規(guī)章進行清理和修改。
In case of absence of laws or regulations for the WTO purpose,new legislation will be enacted
與世界貿(mào)易組織規(guī)則和中國的承諾不一致的，要通過法規(guī)的，要制定相應的新法規(guī)。
We will continue to work hard to developwih all other countries and regions in the worldan economic relationship that features ciioeratuibm mutual benefit,all-win and common prosperity

Closer cooperation between enterprisesis a major trend in the enterprise development today
加強企業(yè)間的合作，是當今世界企業(yè)發(fā)展的重要方向。
Many entrepreneurs believe that although competition amone enterprises is important,cooperation is even more so and that there is a bigger scopefor cooperation than for competition
不少企業(yè)家認為，企業(yè)間開展平等競爭固然重要，但開展合作更為重要，合作的空間。
This is a sensible and well-grounded view
這個看法是很有見地的。
Given the development of economic globalization and the New Economy,
在經(jīng)濟全球化和新經(jīng)濟不斷發(fā)展的條件下，
enterprises can hardly succeedwithout good cooperative relations with other enterprises
如果不能與其它企業(yè)建立良好的合作關系，任何企業(yè)都難以獲得成功。
China wil develop its economy furtherand open itself still wider to the outside world,which offers more business opportunities to overseas enterprises
中國進一步發(fā)展經(jīng)濟、擴大開放，對各國企業(yè)就意味著更多的商機。
Since China's reform and opening up,Chinese enterprises have vigorously undertaken Ecotech(Economy and Technology Exchange)With overseas enterprisesand scored tremendous achievements
改革開放以來，中國企業(yè)與國外、海外企業(yè)積極開展經(jīng)濟技術合作，取得了巨大成就。
While helping Chinese enterprises develop,overseas enterprises have also benefited from it,hence mutual benefit and all-win
這些企業(yè)幫助了中國企業(yè)的成長，同時也在合作中獲得了利益，取得了互利和雙贏的結果。
At this APEC CEO Summit,

you will discuss the important matter of world economic developmentand you will also discuss how to strengthen mutual cooperation
