stalin was taken by surprise. he had been aware of the german troop build-up on the soviet union's western border, but he had put his faith in the non-aggression pact he had struck with hitler before the outbreak of war in europe. under the terms of this pact, the soviet union had even dutifully supplied germany with raw materials such as cotton, oil, wood, and metals. the last trainload of grain had crossed the border barely an hour before the germans mounted their attack.
