商務(wù)對(duì)話：貿(mào)易關(guān)系

　　在下面的一段對(duì)話中，兩國(guó)的貿(mào)易部長(zhǎng)Henry Blumington和Nicolas Stratverry正在討論兩國(guó)間的貿(mào)易關(guān)系。

　　Henry: Welcome, Nicolas. It's good to see you again.

　　歡迎，Nicolas。很高興再次見(jiàn)到你。

　　Nicolas: Good to see you too, Henry. Been a while, hasn't it?

　　我也很高興見(jiàn)到你，Henry。很久沒(méi)見(jiàn)了。

　　Henry: Indeed it has. That's a good indication of the generally solid trade relationship between our countries. There is one area of concern, though. I'm sure you know what that is.

　　確實(shí)是。這表明我們兩國(guó)間的貿(mào)易關(guān)系大體還是不錯(cuò)的。不過(guò)，還是有一個(gè)方面值得我們的關(guān)注，我相信你知道是哪個(gè)方面。

　　Nicolas: Yes, the balance of trade in the computer parts industry.

　　是的。計(jì)算機(jī)零部件的進(jìn)出口差額。

　　Henry: Right. Your government's high tariffs give your companies an unfair competitive advantage. There's been rumblings in our government about lodging a complaint with the WTO. That's why I called for this meeting, to see if we could resolve this without resorting to that measure.

　　是的。你們政府的高關(guān)稅使你們國(guó)家的相關(guān)企業(yè)獲得了不公平的競(jìng)爭(zhēng)優(yōu)勢(shì)。在我國(guó)政府，很多人一直就是否要向世界貿(mào)易組織申訴這一情況議論紛紛。這也是為什么我提出舉行這次會(huì)面的原因，我想看看我們是否能不訴諸世貿(mào)組織來(lái)解決這個(gè)問(wèn)題。

　　Nicolas: My government is already looking at gradually lowering the tariffs over the next 3 years. However, they want something in return. They think your government subsidies in the agricultural industry are too high. With our low GDP compared to yours, they feel that the capital flow to your country because of this hurts us more than the capital flow from computer parts hurts your country.

　　我國(guó)政府早已考慮在未來(lái)三年中逐步降低關(guān)稅。但是，我國(guó)政府也要求有一些回報(bào)。他們認(rèn)為你們國(guó)家的農(nóng)業(yè)補(bǔ)貼太高，由于我們的國(guó)內(nèi)生產(chǎn)總值相對(duì)與你們的來(lái)說(shuō)太低，所以我們覺(jué)得，由于貴國(guó)農(nóng)業(yè)補(bǔ)貼而造成的我國(guó)大量資本流入你們國(guó)家，這對(duì)我國(guó)造成的傷害遠(yuǎn)比因我國(guó)計(jì)算機(jī)零部件關(guān)稅過(guò)高而導(dǎo)致你們國(guó)家資本流失對(duì)貴國(guó)造成的傷害大得多。

　　Henry: Those subsidies were set up to help recover from a number of years of low yield, not to create an unfair advantage. Nevertheless, I see your point, and I'll bring your request to their attention. I think we can work something out, since productivity has started to rise to normal levels again. I'll let you know what they think.

　　那些補(bǔ)貼是為了幫助我們從連續(xù)幾年農(nóng)業(yè)低產(chǎn)的窘境中恢復(fù)過(guò)來(lái)，而不是為了獲得不公平的優(yōu)勢(shì)。不過(guò)，我了解你的意思，我會(huì)向我國(guó)政府說(shuō)明你們的想法。我想，既然我國(guó)生產(chǎn)力已開始恢復(fù)到正常水平上來(lái)，我們一定會(huì)想出解決的辦法的。到時(shí)我會(huì)告知你的。

　　Nicolas: That would be appreciated. Well, sorry I have to run, but I must attend some last-minute meetings in New York before the U.N. conference starts. See you there tomorrow?
